Organizational Structure of the AKP

Organizational Structure of the AKP

Parent and Political Organization

The AKP, founded in 2001, emerged from the conservative wing of Turkey’s political spectrum, positioning itself as a center-right party with Islamic roots. It succeeded earlier Islamist parties like the Welfare Party (RP) and the Virtue Party (FP), which were banned for anti-secular activities. The AKP aimed to present a more moderate and reformist image, appealing to a broader electorate.

The AKP maintains a hierarchical structure that extends from the national level down to local branches. At the national level, the Central Decision and Executive Board (MKYK) serves as the main decision-making body. Provincial and district organizations operate under the guidance of the central leadership, ensuring policy coherence across different regions.

Branch and Associate Organizations

The party has established various branches to engage different segments of society:

  • Women’s Branch: Focuses on mobilizing female members and addressing women’s issues.

  • Youth Branch: Engages younger demographics, promoting political participation among youth.

These branches operate semi-autonomously but align with the central party’s objectives.

Fraternal Organizations

While the AKP doesn’t have formal fraternal organizations, it maintains close ties with various civil society groups and business associations that share its conservative and pro-development ethos. These relationships help the party extend its influence beyond formal political structures.

 Leadership and Election Processes

Leader Election

The AKP’s leadership is determined through party congresses, where delegates vote for the party chairperson. For instance, in the 2014 Extraordinary Congress, Ahmet Davutoğlu was elected unopposed as the party leader following Recep Tayyip Erdoğan’s election to the presidency.

Internal Governance

The party’s internal governance is characterized by a centralized decision-making process, with significant authority vested in the party leader and the MKYK. This structure has facilitated swift policy implementation but has also drawn criticism for limiting intra-party democracy.

Working Methods and Political Activities

Policy Formulation and Implementation

The AKP employs a top-down approach to policy formulation, with the central leadership setting the agenda. Local branches are responsible for implementing these policies, ensuring consistency across the country. The party emphasizes economic development, infrastructure projects, and conservative social policies.

Electoral Strategy

The party has built a robust electoral machinery, leveraging its extensive grassroots network to mobilize voters. It utilizes data analytics and targeted campaigning to reach specific demographics. The AKP’s ability to adapt its messaging to local contexts has been a key factor in its electoral success.

Political Activities

Beyond elections, the AKP engages in various political activities, including organizing public rallies, policy forums, and community outreach programs. These activities aim to maintain public support and reinforce the party’s presence in everyday life.
